Overview

The Commission has received an application from the South Australian Water Corporation and Lofty Ranges Power Pty Ltd, for the transfer of the jointly held electricity generation licence. The applicants jointly operate a mini-hydro generator located at the Hope Valley reservoir on Grand Junction Road and have applied to transfer the joint licence to South Australian Water Corporation’s Seacliff licence, removing Lofty Ranges Power Pty Ltd as an operator/licensee of the mini-hydro generator.

The Commission has received an application from the South Australian Water Corporation and Lofty Ranges Power Pty Ltd, for the transfer of the jointly held electricity generation licence, in accordance with the Electricity Act 1996 (Electricity Act). The applicants hold a joint electricity generation licence, authorising the operation of a 1.86 megawatt (MW) mini-hydro generator located at the Hope Valley reservoir on Grand Junction Road and have applied to have the joint licence transferred to South Australian Water Corporation’s Seacliff licence, removing Lofty Ranges Power Pty Ltd from the operation/licence. 

In assessing an electricity generation licence transfer application, the Commission considers the application against the relevant licensing provisions set out in the Electricity Act. It will also have regard to its primary objective under the Essential Services Commission Act 2002 (ESC Act), being the protection of the long-term interests of South Australian consumers with respect to the price, quality and reliability of essential services, and other factors as they apply to the Commission's role as an economic regulator of the South Australian electricity industry. 

In making its assessment, the Commission considers advice from the Office of the Technical Regulator and the Australian Energy Market Operator (where applicable).

The application is subject to a public consultation period closing on 25 July 2022. The Commission welcomes submissions on any matters relevant to the application.
