The Commission has two advisory functions.
The first is to provide advice to the Treasurer, on request, in relation to any matter (section 5(f) of the Essential Services Commission Act 2002). In that capacity the Commission acts as an advisor to the Government, providing independent advice on economic and regulatory matters.
The second is the provision of advice to Local Government (section 122 of the Local Government Act 1999) relating to the appropriateness of council’s long-term financial plans, infrastructure and asset management plans, and revenue sources as outlined in the council’s funding plan.
