Water licensee information overview

This page provides information for water and sewerage service licensees on the conditions that apply to licenced operations. This includes requirements in the Water Industry Act 2012 (WI Act), regulations, retail licence, codes and guidelines. 

The WI Act establishes the regulatory framework for the water and sewerage industry covering economic regulation, technical regulation, water planning and customer complaint handling.

The Water Industry Act commenced on 1 July 2012 and governs all water industry entities providing “retail services” to South Australian customers.
The Commission is responsible for the economic regulation of water and sewerage services in South Australia, including industry licensing, consumer protection and retail pricing.

The Commission’s regulation of water industry entities providing water and sewerage retail services to South Australian consumers broadly falls into two categories: 

  • major water retailers (SA Water) which provide retail services to more than 50,000 connections, and
  • small-scale water networks (also known as minor and intermediate water retailers), which provide service from 1 to 50,000 connections.
