Overview

The Commission is undertaking a review of the regulatory instruments that apply to Australian Gas Networks (AGN). This includes: AGN’s gas distribution licence, the Gas Distribution Code GDC/07 (Gas Distribution Code), Gas Metering Code GMC/05 (Gas Metering Code), and Gas Industry Guideline No. 1 GIG 1.8 (Gas Industry Guideline No. 1).

Initiate

The Commission is undertaking a review of the regulatory instruments that will apply to AGN in the 2026-31 regulatory period. The Commission has published an issues paper on proposed focus areas for the review and is seeking stakeholder feedback until 12 April 2024. 

The focus areas of the issues paper include: 

  • Service reliability standards: whether gas distribution service reliability standards need to be established 
  • Disconnection and abolishment service standards: whether disconnection and abolishment services should be defined, and whether monitoring and reporting is required
  • Maintaining the extent of the distribution network: what criteria the Commission should use to determine whether to grant approval for AGN to discontinue part of the distribution network, if such a request is made
  • Preconditions to connection: whether current preconditions to connection in the Gas Distribution Code remain appropriate
  • Consistency with the broader regulatory framework: whether there is any duplication or inconsistency with regulations established by other regulators
  • Reporting requirements: whether current reporting arrangements remain fit for purpose

The Commission will publish a draft decision on any proposed changes in July 2024, ahead of a final decision in January 2025.
