The Commission has received an application from HWF 3 Pty Ltd for an electricity generation licence in accordance with the Electricity Act 1996 (Electricity Act). The applicant is seeking to operate 35 Siemens 3.2MW (SWT-3.2-113) wind turbine electricity generators with a total combined maximum output capacity capped at 109 MW. HWF 3 Pty Ltd will be operating stage three of the Hornsdale Wind Farm (HWF 1 Pty Ltd is licensed to operate stage one and HWF 2 Pty Ltd is licensed to operate stage two).

In assessing an electricity generation application, the Commission considers the application against the relevant licensing provisions set out in the Electricity Act. It will also have regard to its primary objective under the Essential Services Commission Act 2002, being the protection of the long term interests of South Australian consumers with respect to the price, quality and reliability of essential services and other factors as they apply to the Commission's role as an economic regulator of the South Australian electricity industry.

The Commission may only issue a licence if it is satisfied the applicant is a suitable person to hold the licence. In making its assessment the Commission considers (among other things):

• the standard of honesty and integrity shown by the applicant and its directors and major shareholders in previous commercial and regulatory dealings
• the financial, technical and human resources available to the applicant, and
• the quality of the generated electricity for the relevant transmission or distribution network.

The application submitted by HWF 3 Pty Ltd is subject to a public consultation period closing on 5 May 2017. Interested parties wishing to make a submission on this licence application should prepare a submission which addresses the criteria noted above.

In making its assessment, the Commission consults with the Australian Energy Market Operator (AEMO) which has a separate stand-alone role in the electricity industry. Matters related to health and environment protection are regulated under separate legislative frameworks and can only be considered by the Commission in context of the abovementioned criteria.
