The Commission has received an application from Select Utilities Pty Ltd, trading as Factor UTB, for a water retail licence variation in accordance with the Water Industry Act 2012 (WI Act). The applicant is seeking to operate a drinking water and sewerage network located in Cape Jaffa.
In assessing a water retail licence application, the Commission considers the application against the relevant licensing provisions set out in the WI Act. It will also have regard to its primary objective under the Essential Services Commission Act 2002, being the protection of the long-term interests of South Australian consumers with respect to the price, quality and reliability of essential services, and other factors as they apply to the Commission’s role as an economic regulator of the South Australian water and sewerage service industry.
In making its assessment, the Commission consults with other regulators, including the Office of the Technical Regulator, SA Health, the Environmental Protection Authority, and the Department for Environment and Water, which have regulatory roles in the water and sewerage service industry.
The application submitted by Select Utilities Pty Ltd is subject to a public consultation period closing on 12 February 2025. Interested parties wishing to make a submission on the application should prepare a submission, which addresses the criteria noted above.

The Commission has received four submissions on the application by Select Utilities Pty Ltd, trading as Factor UTB, for a water retail licence to operate a sewerage network in Angle Vale. The four submissions and response from the applicant have been published on the Commission’s website.

The Commission has received a revised map and connection estimates from Select Utilities Pty Ltd, trading as Factor UTB, relating to its licence application to operate a sewerage network in Angle Vale. The applicant proposes to service between 1,663 and 4,500 connections, revised from its original connection numbers of 1,900 and 4,500 connections. An updated map is also available.

The Commission has issued a water retail licence to Select Utilities Pty Ltd, authorising the sale and supply of sewerage services to residential and non-residential customers in Angle Vale.
The Commission undertook a round of public consultation, and considered the input from the public submissions and responses from Select Utilities Pty Ltd.
The Commission also considered input and advice from other relevant water industry regulators: the Office of the Technical Regulator, the Department for Environment and Water, the Environment Protection Authority, the Department for Health and Wellbeing and Infrastructure SA. Those regulators did not identify or raise any objections to the issuing of a licence under the Water Industry Act 2012.
The Commission has assessed the application against the relevant provisions of the Water Industry Act 2012 and the Essential Services Commission Act 2002 (as they apply to the Commission’s role as an economic regulator of the South Australian water and sewerage service industries). It has therefore approved the issuing of a licence.
