Overview
Under the Water Industry Act 2012, the Commission is responsible for
the economic regulation of water and sewerage services in South Australia, which
includes services provided by SA Water, Councils and private operators. The
Commission's role includes industry licensing, consumer protection, performance
monitoring, compliance and retail pricing matters.

Final
The final decision on the Economic regulation of minor and intermediate
retailers of water and sewerage services sets out the Commission’s final
decisions on the consumer protection framework, price determination and ongoing
reporting requirements to commence from 1 July 2013 for:
- Minor retailers (i.e. those licensees with up to and including 500
connections) and
- Intermediate retailers (i.e. those with greater than 500 and up to and
including 50,000 connections),
As at 28 June 2013, 56 minor and intermediate retailers have been licensed by
the Commission under the Water Industry Act, with those retailers providing
retail services to around 88,000 customers.
The initial regulatory period for minor and intermediate retailers will be
four years, from 1 July 2013 to 30 June 2017. While some aspects of the
framework are likely to reflect current practices, new policies, procedures and
processes will be required in some areas.
The Commission's focus during the initial regulatory period will be on
introducing greater transparency around current practices and understanding
existing processes. The Commission will continue to work with minor and
intermediate retailers and listen to consumers’ and consumer groups’ views
during the transitional period to monitor implementation of the regulatory
framework.

The Commission has released a final
decision - simplifying annual reporting requirements for minor and intermediate
retailers on changes to simplify the reporting requirements for water
industry retailers with 50,000 or fewer connections.
To give effect to the Commission’s final decision, the Commission has amended
the provisions of the 2013-2017 price determination for minor and intermediate
retailers.
