Overview

The Treasurer has sought the Commission’s advice on the administrative and regulatory arrangements required to support a local government rate oversight system. The Commission will prepare that advice during 2018, through a public consultation process, and is to provide its final advice to the Minister by 1 December 2018.

The Local Government (Rate Oversight) Amendment Bill 2018 (the Bill) proposed a statutory framework for a rate oversight scheme (scheme), commonly referred to as a rate capping scheme. The Treasurer of South Australia (Treasurer) sought advice from the Essential Services Commission (Commission) on:

• the preparation of a ‘local government rate capping and variation framework,’ and
• the future operational requirements of the scheme. 

The Commission provided the advice to the Treasurer on 29 November 2018, a copy of which is available below.
