Overview
In 2004, the Commission commenced consideration of the establishment of a
consumer protection and regulatory reporting framework for prepayment meter
systems. It is a condition of licence that any electricity or gas retailer can
apply to the Commission for approval of a prepayment metering system.
Initial work undertaken by the Commission included a study undertaken by KPMG
to identify consumer issues with prepayment meters and the development of a
consultation code for prepayment meters, both of which were released for
stakeholder consultation.
The prepayment meter system code was made in May 2005 following wide ranging
consultation. Any retailers offering energy by way of prepayment meter must
comply with the Code.
