Overview

In 2004, the Commission commenced consideration of the establishment of a consumer protection and regulatory reporting framework for prepayment meter systems. It is a condition of licence that any electricity or gas retailer can apply to the Commission for approval of a prepayment metering system.

Initial work undertaken by the Commission included a study undertaken by KPMG to identify consumer issues with prepayment meters and the development of a consultation code for prepayment meters, both of which were released for stakeholder consultation.
