Retailer Energy Productivity Scheme – Annual Report 2023

The Commission has released the Retailer Energy Productivity Scheme (REPS) – Annual Report 2023.
The Report has been prepared in accordance with the Commission’s reporting obligations under the Electricity (General) Regulations 2012, and the Gas Regulations 2012 and the Minister's specifications.
The REPS Annual Report 2023 provides an overview of the activity of obliged retailers under the REPS in 2023 as well the Commission’s observations on costs, competition in activity delivery and any identified barriers to competition. In particular, the report assesses the achievement of each obliged retailer against the 2023 Ministerial targets for undertaking energy productivity activities in South Australian households and businesses.
The key REPS outcomes for 2023 are:
- The overall annual targets for energy productivity, priority group energy productivity and household energy productivity were achieved.
- All obliged energy retailers effectively met their individual targets.
- 17,734 activities delivered approximately 2.8 million Gigajoules (GJ) of deemed energy savings to South Australian households and businesses.
- 452,855 GJ of deemed energy savings from 9,956 activities were delivered to priority group households (for example, residential premises in which a person resides who is experiencing hardship or holds an eligible concession or health card).
- The average cost of activities delivered in 2023 was $13.43 per GJ (excluding GST).
- There are some reported indicators of barriers to competition in activity delivery, such as limited opportunities for new entrants to apply through a tender process and high set up costs. The majority of retailers primarily considered price, compliance track record and capability when engaging activity providers for REPS services.
