Release of consultant report for review of GWA financial allocations - Archived

The Commission engaged KPMG to investigate and report the way revenues and
costs are attributed for regulatory purposes, to the Tarcoola-Darwin railway
(the interstate railway) and the South Australian railway network (the
intrastate railway) owned and operated by the Genesee and Wyoming group of
companies.
The report establishes principles to assess the reasonableness of the
attribution of costs and revenues between above and below rail services and
between competitive and non-competitive below rail services (for the interstate
railway).
The
report finds that the allocation bases adopted for those services are
consistent with these principles.
