The Commission would like to congratulate David Swift on his appointment as Chairperson, and welcome Garry Goddard as a Commissioner

David Swift was appointed as a Commissioner on 1 August 2019 and, effective 1 October 2021, has been appointed as Chairperson for a five-year term. Commissioners and staff have very much enjoyed working with David during his time as Commissioner, and know that, as Chair, he will add tremendous value to the South Australian community.

His insight, intellect and collegiate approach will hold the Commission in good stead as we continue our work to protect South Australian consumers. 

A word from our new Chairperson

I would like to say how pleased I am to have the opportunity and responsibility to Chair ESCOSA.  I am grateful for the work of the previous Chair, Brett Rowse, the Acting Chair, Lynne Williams, the CEO and staff of ESCOSA and I’m confident that I take these responsibilities at a time where the organisation is well placed to deliver benefits to the South Australian community.  The responsibilities of the Commission are broadening and the services we regulate are changing.  In this context, the Commission is committed to ensuring that consumers of regulated services are adequately protected and that, where we provide advice to Government, that advice provides an accurate and well-considered evidence base for policy making.  I and the other Commissioners look forward to working closely with stakeholders going forward.

For the past three months, Dr Lynne Williams has been Acting Chairperson. On behalf of Commissioners and staff, we would like to thank Lynne for all of her hard work, advice and support during her time as Acting Chairperson. Her calm and thoughtful mindset, collegiate approach and willingness to engage in genuine debate have added enormous value to both the formal work of the Commission as well as to the culture of our office. 

Commissioners and staff also congratulate and welcome Garry Goddard to the Commission. Garry is a professional economist, policy and regulatory analyst, and strategic commercial adviser. 

He has over 25 years’ experience as a senior executive in both the Commonwealth and South Australian public sector and as a Ministerial Chief of Staff. Garry is a former Deputy Chief Executive and Chief Commercial Officer at the South Australian Department of Treasury and Finance, where he led the successful delivery of several large and complex microeconomic reform / commercial projects. His tertiary qualifications include a Master’s Degree in Economics from the Flinders University of South Australia and a Senior Executive Program in Public Policy from the Kennedy School of Government at Harvard University.

We all look forward to working closely with Garry over the coming years.
