In December 2008, following NEMMCO's review of the (national) Metrology Procedure, the Commission consulted with interested parties on some minor amendments/additions to the South Australian Electricity Metering Code (EMC) to clarify that the NEMMCO Metrology Procedure takes precedence over the EMC.

At that time the Commission noted this was as an interim measure and that the Commission would consult with interested parties in the first half of 2009 on a more comprehensive review of the EMC to remove duplication with the national Metrology Procedure and to limit the EMC to specific South Australian requirements.

The Review of the Electricity Metering Code Draft Decision paper proposes amendments to the EMC to reflect the new national arrangements for the provision of metering installations and metering data services.  Since the proposed EMC amendments as outlined here are consequential to the changes in the national arrangements, the attached  paper constitutes a draft decision concerning amendments to the EMC, on which the Commission now seeks public comment.

The paper outlines the manner in which the Commission proposes to modify the EMC to conform to the Metrology Procedure and remove duplication, while retaining South Australian specific requirements for metering installations and connection points that are not part of the national market, and also the special South Australian requirements, which apply in addition to the national metrology requirements for all customers.  In practical terms the Commission judges that the proposed amendments to the EMC will have only a small impact on the provision of metering and metering data services by South Australian distributors, retailers and generators.

The Commission seeks comments from interested parties on the proposed amendments by 7 August 2009.

Publications

The Commission has finalised its review of the Electricity Metering Code, taking the issues raised in the various submissions into consideration.

The revised Code comes into effect on 23 December 2010.
