Pursuant to regulation 7AN(6) of the Electricity (General) Regulations 1997 and regulation 8DK(6) of the Gas Regulations 1997, the Commission has made a determination to vary the Residential Energy Efficiency Scheme (“REES”) lighting activity specification.

On 19 August 2009, the Commission released an Open Letter outlining the proposed amendments to the lighting activity specification and sought comment from interested parties by close of business Friday, 4 September 2009.  Following consideration of submissions received, the Commission has set out its determination in the Open Letter.

The Commission is seeking views on its proposal to amend the lighting specification established by the Minister for Energy ("the Minister") for the purposes of the Residential Energy Efficiency Scheme ("REES") and, consequentially, Schedule 4 of the REES Code (to reflect the amended specification).

The Commission has identified that there is a practical mis-match within the Ministerial lighting specification in relation to the exchange of incandescent globes for CFLs on a like-for-like basis (based on luminous flux).

After taking into account any relevant issues raised through this consultation, pursuant to Regulation 7AN(6) of the Electricity (General) Regulations 1997 and Regulation 8DK(6) of the Gas Regulations 1997, the Commission will publish a notice in the South Australian Government Gazette to give effect to the amended lighting activity specification with immediate effect and, at the same time, make a consequential amendment to Schedule 4 of the REES Code.

The Commission is seeking comment on the proposed amendments to the lighting specification detailed in the Open Letter. Comments on the proposed amendments should be provided to the Commission by the close of business Friday, 4 September 2009.

Submissions

The Commission published a notice in the South Australian Government Gazette on 24th September 2009, effecting this change.
