2009-10 Annual Gas Retail Tariff Adjustment
The Commission has approved Origin Energy’s retailer component of gas standing contract prices tariffs to apply for the period 1 July 2009 to 30 June 2010. The approved tariffs incorporate a separate REES pass-through amount.
In June 2008, the Commission made a Price Determination (the Determination) on the retailer component of gas standing contract prices which Origin Energy Pty Ltd (Origin Energy) can charge its gas standing contract customers over the three years from 1 July 2008 to 30 June 2011.
Origin Energy is the declared standing contract gas retailer in South Australia. As such, Origin Energy is required to retail gas under terms and conditions approved by the Commission (the standing contract) to any small customer on request.
On 28 May 2009, in accordance with section 2.6.1 of the Determination, Origin Energy submitted a statement to the Commission setting out the retailer component of standing contract prices that would apply for the period 1 July 2009 to 30 June 2010.
In June 2009, Origin Energy further submitted a separate pass-through statement to the Commission, relating to the introduction of the Residential Energy Efficiency Scheme (REES), which would apply to the standing contract prices charged by Origin Energy from 1 July 2009.

The Commission has approved Origin Energy’s tariff adjustment statement on the basis that it demonstrates compliance with the relevant provisions of the Determination, and has issued its decision on Origin Energy’s pass-through statement. These will have an impact on the retailer component of gas standing contract prices that would apply for the period 1 July 2009 to 30 June 2010.
As the retailer component comprises around 50% of an average residential gas bill, the approved Origin Energy’s retailer tariffs will add approximately $17 to a typical annual residential gas bill (GST exclusive). The REES pass-through amount make up around $4 of the $17 bill increase.
The remaining 50% of an average residential gas bill is comprised of Envestra’s distribution network tariffs as approved by the Australian Energy Regulator (AER).
The Commission has calculated the indicative impact of Origin Energy’s 2009/10 retail tariffs on a typical annual residential and small business gas bill in an information sheet.
