Inquiry into Drinking Water and Sewerage Retail Services Pricing Reform

On 24 September 2012, the Treasurer of South Australia referred to the Essential Services Commission (the Commission) an Inquiry into pricing reform for drinking water and sewerage retail services provided by SA Water. The Inquiry was referred to the Commission pursuant to section 35(1) of the Essential Services Commission Act 2002.

The Commission has released a series of issues papers to give all members of the community the opportunity to provide input on any issues that they believe should be taken into account by the Commission in this Inquiry.

The issues papers address the following matters, consistent with the Inquiry Terms of Reference provided to the Commission by the Treasurer in September 2012:

  • the structure of drinking water tariffs, including supply charges;
  • options for pricing sewerage services, including the removal of property-based charging;
  • the impact of state wide (postage stamp) pricing on customers, and alternatives to this approach;
  • the costs and benefits of billing the end user of water (rather than the land owner, which is the current situation);
  • impacts of requiring the installation of individual water meters and smart water meters;
  • transitional arrangements for managing the impacts of reform options on customers; and
  • reflecting water planning and management costs in SA Water’s prices.

The Commission welcomes comment from all interested parties on each of the issues papers and will consider all submissions in preparing its Draft Report to be released in May 2014 for public consultation. The Commission's Final Report is required to be released by December 2014.

Publications

The Commission has received the following public submissions in response to a series of issues papers it released as a part of its Inquiry into Drinking Water and Sewerage Retail Services Pricing Reform.

Feedback was also received on the Issues Papers through an on-line questionnaire, which will also be considered by the Commission as a part of the inquiry.

Submissions

In order to allow further stakeholder consultation on key issues raised through the Inquiry process, the Commission has been granted an extension of time for the publication of its draft Inquiry Report on the Reform of SA Water’s Drinking Water and Sewerage Retail Services Prices.

The draft report is now to be submitted to the Treasurer and the Minister for Water and the River Murray by 4 July 2014 (previously 31 May 2014) and will be publicly released from 11 July (was early June). The Treasurer has confirmed the extension and issued a Notice of Variation to the Terms of Reference.

The date for the final Inquiry report remains unchanged (to be submitted by 31 December 2014).

The Commission has released its draft Inquiry report for public consultation. The Commission welcomes comment from all interested parties on the draft findings and recommendations, and will consider all submissions in preparing its Final Report by 31 December 2014.

The Commission has received the following public submissions in response to the Draft Report it released on 16 July 2014 as part of its Inquiry into Drinking Water and Sewerage Retail Service Pricing Reform.

All submissions received will be considered by the Commission in preparing its Final Report.

Submissions

The Commission has submitted its final Inquiry report to the Government for its consideration as it frames future policy in the water pricing area. The final Inquiry report takes account of an extensive stakeholder consultation process which followed the release of the draft Inquiry report in July 2014.
