The Commission has completed a review of the approved list of Energy Efficiency Activities for the Residential Energy Efficiency Scheme (REES).  The review was conducted in 3 phases with amendments to the list (including specifications and deemed values) to take effect from 1 January 2012.

In August 2008, Regulations were made under the Electricity Act and Gas Act giving effect to the Residential Energy Efficiency Scheme (REES) announced by the South Australian Government in February 2008. 

An initial list of approved energy efficiency activities was established by the Minister for Energy in accordance with the REES Regulations in October 2008.  The Minister further specified in a Protocol in November 2008 that the Commission must complete a review of the entire list of approved activities by 1 July 2011, with any amendments to the list (including specifications and deemed values) to take effect from 1 January 2012. 

The Commission has now developed detailed Terms of Reference for the above review, together with relevant background material. The Commission welcomes any comments from stakeholders on the Terms of Reference.

Phase 1

The Commission has established Terms of Reference for the conduct of the review of Residential Energy Efficiency Scheme (REES) energy efficiency activities to apply from 1 January 2012, as required by the Ministerial Protocol.  The Terms of Reference were released in June 2010.  The terms of reference provide for the review to be undertaken in three Phases.

The Commission has released an Information Paper completing Phase 1 of the review.  The Phase 1 Information Paper documents the list of existing REES energy efficiency activities together with the specification and associated deemed CO2 equivalent reductions for each activity as well as assumptions and methodology underlying such matters.

Whilst formal submissions are not being sought on the paper, the Commission would still welcome receiving any comments.

Phase 2

The purpose of Phase 2 was to consider the various contextual factors that influence the take-up of energy efficiency activities in the residential sector in South Australia.  Specifically, it required a review of trends in these factors that might lead to changes in the approved activities (including specifications and deemed values), including the opportunity to approve new activities.

The Commission seeks comments from interested parties on the Phase 2 Report and accompanying Consultant’s Report by 15 April 2011.

Phase 3

The Commission released in June 2010 Terms of Reference for the conduct of the review of Residential Energy Efficiency Scheme (REES) energy efficiency activities to apply from 1 January 2012 (the Review), which provided for the Review to be undertaken in three Phases.

In September 2010, the Commission released an Information Paper completing Phase 1 of the review.  Phase 1 established the baseline for the review and involved documenting the list of activities, as well as the assumptions and methodology underlying the specifications and deemed values for the activities applying for the period 1 January 2009 to 31 December 2011.

Phase 2 of the Review was completed in March 2011 with release of a Commission report and a supporting consultant report.  The purpose of Phase 2 was to consider the various contextual factors that influence the take-up of energy efficiency activities in the residential sector in South Australia.  Specifically, it required a review of trends in these factors that might lead to changes in the approved activities (including specifications and deemed values), including the opportunity to approve new activities for the next REES period 1 January 2012 to 31 December 2014 (REES Stage 2).

The Commission has now completed the final Phase 3 of the Review.  Phase 3 required the Commission to undertake a detailed analysis of the candidate energy efficiency activities identified in Phase 2 to assess their suitability for inclusion in the final approved list of activities to apply from January 2012, and to determine the appropriate specification and deemed value for each activity.

The next steps in this process will involve a Gazettal notice and amending the REES Code to incorporate the final determined list of activities for REES Stage 2, with the amended code not coming into operation until 1 January 2012.  Proposed amendments to the REES Code will be subject to a further round of consultation, which is expected to occur in the 3rd quarter of calendar 2011.

In order to provide as much certainty as possible to REES obliged retailers and their third party providers, the substance of the activities set out in the Final Decision (Residential Energy Efficiency Scheme Review of Energy Efficiency Activities – Final Decision) will not be subject to any further consultation.  The REES Code amendments may, however, propose further amendment to the specifications for reasons such as improving compliance; or updating standards, training and/or safety requirements; or editorial.  It is not expected that the deemed values would vary from those contained in the Final Decision, unless new information were to emerge in the interim that justified a material amendment to the values.
