Overview

In line with the Commission’s objectives of protecting the long term interests of South Australian consumers with respect to the price, quality and reliability of essential services, the purpose of this report is to build on previous work that has assessed the effectiveness of retail competition in the South Australian energy market.  The report provides a synopsis on the level of competitiveness in the South Australian retail energy market from the perspective of licensees

In April 2010, the Commission engaged ACIL Tasman to conduct interviews of South Australian energy market participants to ascertain their views on the competitiveness of the South Australian retail energy market.  The objective of the interviews were to identify common factors being experienced by licensed retailers that are having an impact on the level of competition in the South Australian energy retail market.  In depth interviews were subsequently conducted with 14 industry participants in May 2010. 

Consistent with the framework previously adopted by the Commission to assess the competitiveness of the South Australian energy retail market, the report describes the key indicators of the retail energy market in terms of  "structure, conduct and performance".  In addition, the report outlines participants suggestions for increasing the level of competitiveness  of the retail energy market in South Australia, both within and outside the Commission's current regulatory responsibilities.

The Commission will review the findings contained in the report, and provide a regulatory response where it is considered beneficial in the long term interest of South Australian consumers with respect to the price, quality and reliability of essential services.
