Changes to safety, reliability, maintenance and technical management plan and switching manual requirements

Following amendments to the Electricity Act 1996 and Electricity (General) Regulations, the Technical Regulator is now responsible for approving safety, reliability, maintenance and technical management plans and administering the switching manual. These functions were previously undertaken by the Commission. 

From 17 October 2017, electricity entities are now required to: 

  • prepare, maintain and periodically revise a safety, reliability, maintenance and technical management plan dealing with matters prescribed by
  • regulations obtain the approval of the Technical Regulator to the plan (prior to commencement of the operation of the electricity generating plant to which the plan relates) and to any revision of the plan
  • comply with the plan as approved
  • undertake audits of its compliance with the plan from time to time and report the results of those audits to the Technical Regulator, in the form required by the Technical Regulator
  • prepare and maintain an internal switching manual in accordance with the regulations, and
  • comply with any other requirements relating to switching prescribed in the regulations.

The Commission has commenced a review to ensure electricity licences reflect the updated requirements and will consult directly with current licensees regarding any variations.
