REES Annual Reports
One of the functions of the Essential Services Commission of South Australia (the Commission) is to administer the Residential Energy Efficiency Scheme (REES), established by the South Australian Government in 2008.
This Scheme is given effect through Regulations under the Electricity Act 1996 and the Gas Act 1997. It commenced operation from 1 January 2009 and requires licensed electricity and gas retailers with more than 5,000 residential customers to achieve targets specified by the Minister for Mineral Resources and Energy (the Minister) for the reduction of greenhouse gas emissions through the implementation of approved energy efficiency activities in households. Those retailers are also required to conduct a specified number of residential energy audits in priority group (essentially low income) households.
The Minister established detailed specifications for each of the approved energy efficiency activities (the initial list), including deemed greenhouse gas reductions (expressed in tonnes of carbon dioxide equivalent (tCO2-e)) for REES Stage 1 (2009, 2010, and 2011). The Commission undertook a review of the initial list and set the energy efficiency activities to apply for REES Stage 2 (2012, 2013 and 2014). The Minister has also established specifications for the conduct of energy audits.
The Commission reports on the administration of the Scheme on an annual basis in accordance with the Commission’s reporting obligations under the REES Regulations, with the primary purposes of:

advising the Minister on the REES outcomes for (calendar) the REES year;

facilitating ongoing evaluation of the REES; and

informing future REES target setting.
