REES Regulatory Documents

On 21 August 2008, Regulations were made under the Electricity Act 1996 and Gas Act 1997 giving effect to the Residential Energy Efficiency Scheme (REES) announced by the South Australian Government in February 2008 for commencement from 1 January 2009.

The Regulations establish the Essential Services Commission of SA (the Commission) as the administrator of the REES.

The Minister for Mineral Resources and Energy (the Minister) determined the key inputs for REES Stage 2 (2012, 2013 and 2014). The customer threshold number, Annual Greenhouse Gas Reduction Targets, Annual Energy Audit Targets, and the minimum specification for an energy audit have all been published in the South Australian Government Gazette.

REES Protocol was set by the Minister for maintaining the list of Energy Efficiency Activities and Reporting Requirements.

REES CODE

The Commission carries out its functions as scheme administrator of the REES in accordance with a Residential Energy Efficiency Scheme Code (REES Code), made by the Commission under section 28 of the Essential Services Commission Act 2002 (ESC Act). 

The REES Code establishes requirements on energy retailers in relation to REES obligations imposed under energy retail licences, including:

  • the obligation to achieve allocated energy audit targets, greenhouse gas reduction targets and priority group greenhouse gas reduction targets;
  • record-keeping and reporting obligations in relation to energy audit targets, greenhouse gas reduction targets and priority group greenhouse gas reduction targets; and
  • compliance and audit obligations in relation to energy audit targets, greenhouse gas reduction targets and priority group greenhouse gas reduction targets.
