REES Energy Efficiency Activities
Pursuant to regulation 7AN of Part 2AA Electricity (General) Regulations 1997 under the Electricity Act 1996, and regulation 8DK of Part 2AA Gas Regulations 1997 under the Gas Act 1997, the Essential Services Commission of South Australia (the Commission) has the function of maintaining, reviewing and amending the list of eligible Energy Efficiency Activities (including deeming values and minimum specifications) for the purposes of the Residential Energy Efficiency Scheme (REES). It must do this in accordance with any requirements set by the Minister for Mineral Resources and Energy (the Minister).
The Minister set the initial list of eligible Energy Efficiency Activities (including deeming values and minimum specifications) for the purposes of the Residential Energy Efficiency Scheme (REES) by Notice in the Government Gazette on 30 October 2008 ("initial list").
The Minister has established a Protocol outlining the key principles and constraints which the Commission must have regard to in maintaining and reviewing the list of activities, their specifications and deeming values.
The Minister specified in the Protocol in November 2008 that the Commission must complete a review of the entire list of approved activities by 1 July 2011, with any amendments to the list (including specifications and deemed values) to take effect from 1 January 2012. The Commission undertook a review of the approved list of Energy Efficiency Activities in June 2011. The final list of activities to apply from 1 January 2012 were set by Notice in the Government Gazette on 8 December 2011.
In accordance with clause 7.2.1 of the REES Code, a person may make an application to the Commission seeking the Commission's determination that a new energy efficiency activity should be approved. An application form is to be completed by persons making application to the Commission to add to the approved energy efficiency activities available under the REES.
