Licensing
The Commission is responsible for administering the licensing regime that applies to electricity entities, as established in the Electricity Act 1996. It is responsible for issuing, varying or transferring licences to participants in the electricity supply industry where those participants engage in the generation of electricity, the operation of a transmission or distribution network, system control over a power system or the retailing of electricity (limited to retailers not operating in the National Electricity Market).
The electricity retail licences previously issued by the Commission to retailers, who from 1 February 2013 become NERL retailers, ceased to have effect from that date. Responsibility for the regulation of NERL retailers’ activities became the responsibility of the Australian Energy Regulator (AER) from 1 February 2013. A NERL retailer means a person who is the holder of a retailer authorisation under the National Energy Retail Law (SA) or an exempt seller within the meaning of the NERL.
The Commission keeps a register of licences issued to electricity entities. A register of exemptions granted is also maintained. Hard copies of these registers are kept at the Commission Office and are available for public inspection. Copies of licences and exemptions as well as licence applications currently under consideration by the Commission may be accessed from the side bar. Existing licences may be varied or transferred.

To apply for a South Australian licence, entities must complete and submit the one of the following separate application forms for each type of licence that can be issued by the Commission.
