The Residential Energy Efficiency Scheme (REES) Code is made as an industry Code pursuant to the powers of the Commission under section 28 of the Essential Services Commission Act (ESC Act).
The REES Code establishes requirements in relation to the conduct and operation of energy retailers in satisfaction of their REES obligations imposed under their energy retail licences.
The Commission has undertaken a review of the REES Code with the view to changing the date of submission for the Annual Compliance Plans (required by clause 5.1.1. of the REES Code) from March of the REES year to September of the preceding REES year, to ensure that the Commission has the opportunity to review compliance plans and provide comment prior to the commencement of the REES year. The Commission has also taken the opportunity to make some administrative amendments based on its operational experiences during the administration of the scheme to date.
The Commission invites written submissions from stakeholders in relation to its Draft Decision during this period of public consultation. Written comments should be provided by 3 August 2012.
